As of now, it appears like the flaps are cut and the discs are older, these are the only signs of wear. Sawing the flaps will require the abrasive grains to be in a functional state which, from the looks of it, is not obtainable. Tools which have less utilized discs are still good for light polishing tasks such as buffing surface scratches and increasing the surface reflectivity. Furthermore, these discs are very useful in carpentry for pre-assembled furniture during the final sanding stage that is aimed at achieving a smooth finish. Softer abrasives have their advantages, but they come at the expense of a much shorter lifespan for harder abrasives.
